We have two children under 8 and we've enjoyed the casual family dining chains like Applebee's and Olive Garden. HuHot is good too. Old County. Buffet is good for kids but sometimes the clientele is obnoxious. Interestingly, many of the Asian restaurants, such as the ones that offer all-you-can-eat buffets, have employees who are extremely kind to small children and patiently clean up their messes, offer additional napkins, smile at them, etc.
Really most of the staff in Rochester's restaurants are pleasant and sympathetic (probably used to dealing with patients who are going through a medical crisis) but when we had kids the Asian waiters and waitresses really impressed us. Agree, if you want local restaurants what we've liked (when I was in Rochester) was India Garden and Pi Pizza were good. Then there are some upscale choices such as Prescotts.
Chester is great especially if you go during brunch/lunch hours (with kids). At nights it could get a bit noisy and a bar-like environment which you may not want for kids. Chester was our favorite but didn't have kids then.
